Officially bound
in red cloth, gilt. The Army Estimates and the Ordnance
Factories Estimates of charge are interleaved with
specially prepared table and notes printed on pink paper.
Upper cover marked D.M.O. in ink - Director of Military
Operations who at that time was Major General Henry
Wilson, later Field Marshall Sir Henry Wilson.
One of very few copies prepared for use by senior
officers and civil servants within the War Office and a
key source on the precise state of the British Army at
home and overseas on the threshold of war.
The basic documents were freely available from the HMSO
but this special copy with interleaved notes on pink paper
of this limited circulation version provides a mass of
additional information that was not for public consumtion
but was of vital concern within the War Office and
Treasury.
These confidential additions provide detailed
explanatory notes and background data on all increases,
decreases and distribution of troops by numbers, units and
formations, analysis of financial implications by breaking
down the aggregate sums entered in the public documents
into their constituent parts, and by giving the history
and precedents for changes and developments in all arms of
the service. For example they include details of the
intended size and structure of the B.E.F. the development
of the R.F.C. subvention funds for mechanical transport,
remount subsidy, decrease in expenditure on artillery and
small arm ammunition, detailed pay structire from the
Infantry private upwards, expansion of the Central Flying
School, providing Hospitals and Hospital Ships. Each
section of the Army is listed with a complete breakdown of
the exact number of men and their duties and pay.
Exceptionally scarce - I can find no copies in the main
UK libraries. |
